Purpose and boundaries
This voluntary, private framework evaluates structured professional learning activities and the evidence supporting their quality. It assesses courses and CPD hours, not a learner’s statutory professional competence, licensure or regulated qualification. Professional bodies and employers remain free to set their own acceptance rules.
Mandatory eligibility gates
Each gate is pass/fail. An adverse mandatory finding overrides any numerical score.
- Sufficient evidence for each assessment criterion and a genuine educational purpose.
- No demonstrably material factual, safety, legal or misleading marketing deficiency.
- Evidence of suitably competent authors or subject-matter reviewers, with specialist review for high-risk content.
- Defensible CPD learning time and assessment/reflection mechanisms.
- Documented learner protection and accessibility arrangements.
- Declared conflicts and an acceptable mitigation/recusal record.
Weighted assessment scorecard
Each criterion is rated on a documented 0–4 scale (0 absent; 1 material gaps; 2 minimally evidenced; 3 substantially meets; 4 fully evidenced and effective) and converted proportionally to its weight.
Learning outcomes & professional relevance

Proposed decision rule
- Pass — total at least 80/100; all eligibility gates passed; every criterion at least 50% of its maximum; no unresolved material issue.
- Remediation — correctable gaps; written actions and a resubmission date; no certificate.
- Fail / out of scope — eligibility failure, persistent quality shortfall or unsupported regulated-practice claim.
- Deferred — review cannot be completed due to a missing competent assessor, unresolved conflict or incomplete evidence.
The 80/100 threshold is a proposed internal policy, not a universally recognised CPD requirement. An assessment decision is distinct from any invoice or payment status; payment is not approval.
CPD learning hours
One CPD hour is 60 minutes of evidenced active learning. Meaningful video, reading, practical tasks, guided exercises and assessment time count when realistically estimated. Checkout, marketing and idle time are excluded. Recognition of hours remains at the discretion of employers or professional bodies.
Monitoring and change control
Approved courses would be reviewed at least annually, and sooner after substantive content, law, delivery or author changes. Proposed certificate validity is up to 12 months from issue.
